(paid) Cloud should bend to democracy, not democracy to cloud

Governments can’t use cloud discounts that rely on upfront or multi-year commitments—and for good reason. These laws protect taxpayers from political overreach. Cloud vendors should adapt to democratic constraints, not ask democracies to behave like enterprises.
